Submit Button Is Enabled For Approval Based Enrollment Post Error (Doc ID 2717184.1)

ACTUAL BEHAVIOR

Included our business validation for class enrollment in before processing user hook and it working well before enrollment for a class (error message appear) but it is still allowing the user to submit the application instead of stopping him.

User Hook Package: OTA_DELEGATE_BOOKING_BK1.CREATE_DELEGATE_BOOKING_B

After submitting, a confirmation page is displayed and it goes into workflow error with the same error message from the package.

EXPECTED BEHAVIOR

IT should not allow user to proceed and submit the enrollment request if error is thrown from the user hook

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learner Self Service
2. Select the Course
3. Click on Enroll
4. Error is thrown
5. Still Employee is able to submit the enrollment request.
