Currency Conversion Rate and Date are Not Populated for Contracts Created From OM

Symptoms
When attempting to run the QA Check on a contract that comes from OM, the following QA error occurs.
Error
Conversion Information is required for this contract.
Steps
1. Create a Service Contract from OM in a foreign currency.
2. Run the QA Check on the contract.
3. The indicated QA Check error is shown.
Due to this issue users must add the missing Currency Conversion Rate and Date values when the contract is opened for update or it will not pass the QA Check.
