Reschedule Batch Gives Error, "Duration = -14.999807....... Is Not A Valid Value" (Doc ID 2717572.1)

Symptoms

On : 12.2.9 version, Batches

When attempting to Reschedule a batch or batch step, and the newly entered planned completion date has a time other than 00:00:00
the following error occurs.

ERROR
-----------------------
Duration = -14.99980707908159340659340659340659 is a Not a
Valid Value

If the newly entered planned completion time is 00:00:00 then the batch is rescheduled without error.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Batch has planned start and completion in the future.
2. Batch is WIP and has actual start in the past
3. Batch has a Completed step, and a step in WIP.
4. Reschedule the batch, entering a new planned completion date that is earlier than the original one, and that has a time other than 00:00:00.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot reschedule these batches correctly.
