PO Approval Workflow Stuck 'In Process' and Deferred At SET_FORWARD_TO_FROM_APPRO-1 Activity (Doc ID 2717622.1)

Symptoms

On : 12.2.7 version, Approvals - Req, PO

ACTUAL BEHAVIOR
---------------
PO approval remains in "In Process" because workflow is DEFERRED even though "PO:Workflow Processing Mode" profile option is set to 'Online'.

WFStat Activity Statuses shows the deferred activity is "SET_FORWARD_TO_FROM_APPRO-1" as follows:

EXPECTED BEHAVIOR

PO Approval workflow should progress towards approval and not become DEFERRED

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO and submit it for approval from default worklist (homepage)
2. PO stuck in "In process" status
3. Check the workflow activity, workflow is deferred and waiting for background engine to run
