ACTUAL BEHAVIOR
---------------
When an employee has no earnings but GTL Imputed Income, a negative deduction is not processed to Special Features. When no earnings at all are processed, the negative deduction flows to Special Features

EXPECTED BEHAVIOR
-----------------------
The negative deduction to process to Special Features every time the deduction does not give the money back to the employee

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process GTL and a negative deduction
2. See this negative deduction is not processed to Special Features
3. When only the negative deduction is processed - no GTL, the negative deduction value goes to Special Features
5. Do not expect different results going to Special Features depending on an Earnings that is processed
