ACTUAL BEHAVIOR
---------------

Accrual offer does not accrue correctly when discount is 1% of sales.

EXPECTED BEHAVIOR
-----------------------
Offer should accrue as 1% as per setup

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Create accrual offer with 1% discount
  2. Create sales order with 5000 quantity with unit price as 0.49
  3. When FAE runs discount 1% is applied on unit price making it 0.0049 and then rounded making it 0
  4. Due to this irrespective of sales order quantity, accrual amount is calculated as 0
