Why "View Approval flow workflow" For Imported Requistions Does Not Open? (Doc ID 2719075.1)

Goal

User finds that using Menu > "Tools" and click on "View Approval flow workflow" nothing happens, the Web page is not opening.

Why is this happening?

Business is using "Requisition Import" Concurrent program to insert into open interface table PO_REQUISITIONS_INTERFACE_ALL.

All records are inserted with AUTHORIZATION_STATUS = 'APPROVED' and INTERFACE_SOURCE_CODE ='IMPORT_INT'
