Actual Behavior:

User preference of the outprofile defined in the external system is not getting applied when we use dispatch by region set for notification when Tender Offer is sent.
 
Expected Behavior:

Integration Preference should be applied

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create set up for Dispatch by Region Tender Service Provider
2. Create an External System with Out XML profile having integration Preference
3. Perform a Tender
4. Verify the Transmission XML
