Symptoms
After applying RUP Level = 30066331 R12.HR_PF.B.Delta.13, and running hrglobal.drv as a part of post step, the following error occurs

Dump LCT file /data//****//APPL/apps/apps_st/appl/fnd/12.0.0/patch/115/import/wfirep.lct(120.7) into FND_SEED_STAGE_CONFIG
Dump LDT file /data//****//APPL/apps/apps_st/appl/fnd/12.0.0/patch/115/irep/java/wf/bes/EventManager_java.ildt into FND_SEED_STAGE_ENTITY

STEPS
The issue can be reproduced at will with the following steps:
1. Apply <patch 30066331> R12.HR_PF.B.Delta.13 and run hrglobal.drv
2. Check Process and reports> Request> Generic Loader ended in error
