ACTUAL BEHAVIOR
Although a Work Order is forecasted using the Maintenance Workbench, Work Orders are not created using the Generate PM Work Orders concurrent request (for the same asset).

EXPECTED BEHAVIOR
For the same asset, forecasted Work Orders should be created using the Generate PM Work Orders concurrent request.

STEPS
The issue can be reproduced at will with the following steps:

1. Responsibility = Enterprise Asset Management (EAM)
       Navigation = Work Order Planning-> Maintenance Workbench  Choose an Org/Asset, Launch workbench
2. Forecast Work for all Assets, specify a Start Date, Horizon and Cutoff Date
       One row for Activity is forecasted
3. Navigation = Preventive Maintenance-> Generate PM Work Orders
       Create Work Orders for the date range corresponding to the Start Date, Horizon and Cutoff Date used for the Maintenance Workbench
4. The Generate PM Work Orders concurrent request completes normally but no Work Orders are created for the asset
