R12: AP/IBY: PPR Status Transmission_Failed and Unable to Complete the Payment

Symptoms
On : 12.1.3 version, Funds Disbursement
When attempting to run Payment Process Request(PPR), the following error occurs.

An error has occurred while updating instruction and payment statuses and marking them as complete.

at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:190)
The issue can be reproduced at will with the following steps:
1. Submit a Payment Process Request(PPR)
2. After Selection and Build stage, the Format Payment instruction program got executed and it completed in Error.
