Tax Year value specified for an International Payroll Legislation is getting incorrectly altered by HRGlobal run (Doc ID 2720938.1)

Symptoms

Issue :

Tax Year starting Date and Month for a Legislation is configured in PAY_LEGISLATION_RULES table with RULE_TYPE a L.

Noticed that the Tax Year value specified for an International Payroll Legislation is getting incorrectly altered by HRGlobal run.

Steps to Reproduce:

1. Setup RULE_TYPE L with RULE_MODE as 01/03 in PAY_LEGISLATION_RULES
2. This indicates that Start of Tax Year is 01-MAR.
3. Run Data Install to select the International Payroll Legislation
4. Run HRGlobal driver
5. Observe that the RULE_TYPE L got updated to 03/01 which indicates that Start of Tax Year is 03-JAN.
