Interface Service cost to Project interfacing cost as Zero for the charges submitted without Debrief
EXPECTED BEHAVIOR

Expect the actual raw cost to be transferred to projects
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Service responsibility
3. Navigate to HTML Contact Center -> create service request with project details
4.Enter charge details and submit
5.Run the Interface Service Cost to Projects concurrent program
The cost is 0 for the lines submitted
