In Oracle iProcurement, Error Occurs Even Though Tax Classification Code Is Valid In Shopping Cart - Tax Classification Code - Select a valid value. (Doc ID 2721591.1)

In Oracle iProcurement, an error occurs when trying to edit a requisition during the non-catalog requisition creation process.
Due to this issue, users cannot complete the requisition create and submit process.

Tax Classification Code - Select a valid value.

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page > Shop tab > Non-Catalog Request subtab.
3. On the Non-Catalog Request page, add an item to cart.
4. After the item is added to cart, click the View Cart and Checkout button.
5. On the Shopping Cart pop-up window, in the Tax Information region, there is a default value "13" in the Tax Classification Code field.
When trying to progress out of the window by using the Edit button, the error appears.

The tax classification code in shopping cart is rendered using the following personalization:
- /oracle/apps/zx/taxintegration/appinteg/webui/ZxPtpTaxClassifLovRN
