EBS : All countries and Time Zone are not visible in the preference page

All Countries and Time Zone are not available (/oracle/apps/fnd/preferences/webui/PreferencesPG ) in web Preference pages.
Steps to verify
Login as sysadmin user > Preferences > Regional > Click on Territory
All country and Time zones are not available
Example: "INDIA" is missing in the below image
Some customization were done to fnd_territories and fnd_territories_tl tables tables
- last_updated_by column data is not Oracle seeded data
2. Country list is in capital letters
