Symptoms

Sales Order header level Packing Instructions and Shipping Instructions do not default based on custom defaulting package (CO_OM_DEFAULT). This package takes defaulting packing and shipping
instructions from Customer Address Information flexfields (attribute7, attribute8).

Upgraded from 11.5.4, Family Pack G, Consolidated Patch 2 to 11.5.9
