Request to be able to Apply Vacation Rules per Responsibility (Doc ID 2723981.1)

Currently, when creating vacation rules, they are applied for all notifications for a user.  For example, a vacation rule is created for Credit Management Notifications and this is applied can only be assigned to one single user.  When creating the vacation rule, it would be ideal to be able to assign these to a responsibility instead of a user.
