ACTUAL BEHAVIOR

E-records cleanup not finishing after running for concurrent process and has no effect on e-records.
EXPECTED BEHAVIOR

To be able to run and clean up data
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set profile EDR: TEMPORARY DATA LIFESPAN (DAYS)
2. Run the E-records Temporary Data Cleanup" concurrent program from the "ERES Administrator" responsibility.

3. When run it has no effect edr_erecords, edr_esignatures, edr_trans_query_temp.
