Symptoms

Approving annual leave via replying to email notifications using Outlook after the Oracle Cloud Integration (OCI) migration
fails with the following error:

ORA-04061: existing state of has been invalidated
ORA-04061: existing state of package "APPS.HR_GENERAL" has been invalidated
ORA-04065: not executed, altered or dropped package "APPS.HR_GENERAL"
ORA-06508: PL/SQL: could not find program unit being called: "APPS.HR_GENERAL"
ORA-06512: at "APPS.PQH_SS_APPROVAL_HISTORY_WHO", line 5
ORA-04088: error during execution of trigger 'APPS.PQH_SS_APPROVAL_HISTORY_WH

STEPS
-----------------------

1. An employee submits an annual leave request.
2. A notification is sent to the employee and their manager
3. Manager can approve the annual leave through Manager Self Service successfully.
4. Manger can approve the annual leave by clicking on the “Approve” link in the email notification. This is not working.
    The error occurs with the bounce back email following step 4.
