Actual Behavior:

Duplicate Reference Numbers Inserted on Order Modification When the  Order Is Updated Through Integration With The Agent Action  ORDER RELEASE - MOD - EDIT SHIPMENT

Expected Behavior:

No Duplicates should be generated and the Order refnum should be updated

Steps to Reproduce:
-
The issue can be reproduced at will with the following steps:
1.Create an agent  with before persist agent Order -Modified with action as ORDER RELEASE - MOD - EDIT SHIPMENT
2.Create an Order Release with refnum at Header Level
3.Create a Shipment from the Order Release
4.Tender the shipment
5.Upload the modified Order Release XML in RC mode by updating the refnum and replacing the ship unit
6.The Refnum is duplicated
