Disputes Button is Not Enabled When IEX: Allow Disputes is Set to YES (Doc ID 2726521.1)

When trying to create a dispute, the Dispute button in disabled.  The profile option IEX: Allow Disputes is set to Yes, to allow disputes.

Steps to Reproduce:

Responsibility: Collections Agent
: Collections

  1. From the Transactions tab, click on Transaction Details, and notice the Dispute button is disabled.
