Performance "iProcurement ECC Data Load" Incremental load taking more than one hour. (Doc ID 2726806.1)

Symptoms

 ECC V4 and EBS R12.2.9. There is a performance issue with "iProcurement ECC Data Load" Incremental load. It is taking more than one hour.
 
The issue can be reproduced at will with the following steps:

1. Navigate to iprocurement

2. Submit the ECC concurrent ICX full load request "iProcurement ECC Data Load".
ECCRUNDL: ECC Run Data Load
+---------------------------------------------------------------------------+
Current system time is x 06:45:00
Load Type -> INCREMENTAL_LOAD
Concurrent request completed successfully
Current system time is x 07:40:32

 
3. Users are not able to see the changes until after more than 1 hour.
