Symptoms

When Action "Record Shipment For Tiered Rating" is executed OTM is uses Shipment Start Time for creating Historical Data for Tiered Rating.

But it is observed that OTM is using UTC Timezone for creating these records. This issue leads to shipments with same Start Date being associated with different Rate Record Time Periods.
