How to Setup Defaulting Validation Template with Multiple '!=' Conditions ? (Doc ID 2727375.1)

Goal

 Multiple conditions using 'Not Equal To' validation operation 
is assigned to Defaulting Validation Template , defaulting framework does not
honor these conditions during order creation.
Defined Defaulting validation template using for e.g below conditions

10 Org = xxxxxx
10 Order Type !=  Mixed
20 Org =  xxxxxx
20 order type != Order Only
Now use the same template to default attribute Shipment priority to constant value .High priority 

While creating sales order application does not honor  validation template conditions.,Shipment priority is defaulted to High priority for both order
types assigned to validation template

How to setup validation template so that the above conditions are honored during order creation  ?
