GST E-Invoice QR Code Corrupted after IRN Upload Process (Doc ID 2727489.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After uploading IRN data in Oracle Applications via the IRN Upload process, the QR Code visible at tools > India tax details looks corrupted and is not scannable.

EXPECTED BEHAVIOR
-----------------------
QR code uploaded to Oracle Applications should be scannable and match the QR code from govt portal.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Implement E-Invoice solution.
2. Complete a transaction.
3. Extract the transaction data and upload to Govt E-Invoice portal.
4. Download the signed JSON from Govt IRP and upload it into Oracle Apps via the GSTIN Inbound process.
5. View the QR code in Tools > India Tax details

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view the proper QR Code in Oracle Applications.
