ACTUAL BEHAVIOR
Quantity cancelled field is shown as 0 when requisition line is cancelled and cancelled flag is Y

EXPECTED BEHAVIOR
Quantity cancelled field should be populated

STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to purchasing responsibility
2. Requisition Form
3. Query the Internal Requisition 
4. Cancel Internal Requisition
5. Check Quantity cancelled
