Symptoms

R12.X
In EB Tax, Unable to create tax from an existing tax in the same jurisdiction and region.
GetTaxesCreateLovVO not populating any values.

The issue can be reproduced at will with the following steps:
1. Tax Configurations > Taxes >Create Tax >
2. Tax Source > select "Create from an existing tax"
3. Tax LOV - not able to select seeded tax
