Raise Integration Event Constraints Does not Work on Ordered Quantity Update (Doc ID 2728513.1)

On : 12.2.9 version, Transaction Control

ACTUAL BEHAVIOR
---------------
'Raise Integration Event' not working for Ordered Quantity Update
It is getting raised when we use constraint with 'Generate Version, Require Reason and Raise Integration Event' or 'Raise Integration Event' alone

EXPECTED BEHAVIOR
-----------------------
Event raised and at the same time version updated for header and line and order history table updated.
We need this requirement without asking for Reason, as this is causing issue to provide reason every time.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Setup processing constraints

CONST_ID Entity       Operation Attribute                        User Action
1019        Order Line Update     ORDERED_QUANTITY Generate Version
1603        Order Line Update     ORDERED_QUANTITY Require History
1604        Order Line Update     ORDERED_QUANTITY Raise Integration Event

2. Run "Generate Constraints Validation Packages"

3. On booked order, update ordered quantity on the order line.
