Symptoms

In Oracle Sourcing, Release 12.2.8, with the R12.2.9 ATG_PF technology stack level, the page freezes (performance issue) when trying to create reusable requirement lists and sometimes an error message appears.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to a Sourcing Super User responsibility > Sourcing > Sourcing Home Page.
3. On the Negotiations home page, in the Reusable Lists region, click the Requirement link.
4. On the Reusable Requirement Lists page, click the Create Requirement List button.
5. On the Create Requirement List page, enter the list name and then click the Add Section button.
6. On the Create Requirement List: Add Section page, enter the Section Name value and click the "Apply and Add Requirement" button.
7. On the Create Requirement List: Add Requirement page, enter the requirement text and then, in the Acceptable Values region, click the + icon.  At this point, nothing happens, the page is frozen and no other buttons on the page become usable.  The user has to close the web browser and then start over in a new browser window.  Also, sometimes the error message appears at this point or else it is shown in the FND debug log.
