ACTUAL BEHAVIOR
---------------
User has Operation Plan defined as "Locator Based Consolidation in consolidation Locator, Within delivery in staging lane" but 2 different deliveries are suggested with same Consolidation Locator.

EXPECTED BEHAVIOR
-----------------------
When Operation Plan defined is "Locator Based Consolidation in consolidation Locator, Within delivery in staging lane" then 1 delivery should be suggested to Drop in 1 consolidation locator and another delivery in another consolidation Locator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define Outbound Operation Plan in Organization Parameter as "Locator Based Consolidation in consolidation Locator, Within delivery in staging lane"
  --Navigation: Inventory> Setup> Organizations> Parameters>Warehouse Task Management> Outbound Operation Plan

2. Define Operation Plan
  --Navigation: Warehouse Manager>Setup> Warehouse Configuration> Warehouses> Operation Plans
 a. --Activity: Outbound
  --Plan Type: Standard
  --Name: (Default) LPN based consolidation in staging lane within delivery
  --Operations: Load
  Drop

  b.--Activity: Outbound
  --Plan Type: Standard
  --Name: Locator based consolidation in consolidation locator, within delivery in staging lane
  --Operations: Load
  Drop

3. Define Operation Plan Selection Rule
  --Navigation: Warehouse Manager>Setup> Warehouse Configuration>Rules> Warehouse Execution> Rule
  a. --Type: Operation Plan Selection
  Activity: Outbound
  Return Value: Locator based consolidation in consolidation locator, within delivery in staging lane
  Restriction: Destination Subinventory
  Weight: 100

  b. --Type: Operation Plan Selection
  Activity: Outbound
  Return Value: (Default) LPN based consolidation in staging lane within delivery
  Restriction: Destination Subinventory
  Weight: 90

4. Created 2 Outbound Sales Orders, Pick Released both the Orders, Orders have different deliveries.

5. Performed Load and Drop for both the Orders in Parallel with no or fractions of seconds difference.
 
6. Both the orders are suggested same consolidated Locators as Drop Locators.
