In iSupplier Portal, All Survey Answers Created Prior to Upgrading to Release 12.2.9 Are Not Visible (Doc ID 2729539.1)

In Oracle iSupplier Portal, Release 12.2.9, after upgrade, the supplier surveys created prior to the upgrade are not visible to the supplier users.

Due to this issue, pre-existing suppliers cannot see their survey information created prior to the R12.2.9 upgrade.
The surveys created for suppliers after the upgrade to R12.2.9 are working fine.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in as a supplier user, for a supplier that existed prior to the upgrade.
2. Navigate to iSupplier Portal Full Access responsibility > Administration tab.
3. Select the Surveys subtab.
4. On the Update [Supplier Name]: Surveys page, "No results found." is displayed and the surveys created prior to the R12.2.9 upgrade are not visible.

Showing that survey is working for newly-created suppliers:
a. In the Prospective Supplier Registration - Additional Details page, the survey is displayed and the prospective supplier completes it.
b. After the supplier registration is approved, the supplier can log in and see the survey information, using the same navigation steps above.
