Why Is User UnableTo Change The Bill-To Location At Order Line Level? (Doc ID 2730675.1)

The line level bill-to location needs to be changed for only one order line, however, the application is not allowing this change.
The ability to change the bill to location at the header level is allowed.

Why can't the user change the bill-to location at the order line level?
