Unable to Modify Scheduled Job with Account Username in Upper Case for BI Publisher in OAS (Doc ID 2730727.1)

Symptoms

After an out of place upgrade from OBIEE 12.2.1.3 to OAS 5.5, found out that when a non-admin user logs in with uppercase, she/he can schedule a BI Publisher job, but cannot modify it anymore.

While by using lower case of the same user ID, there's no problem.
