Users facing slowness while accessing EBS login page and home page.

EXPECTED BEHAVIOR

The login page and home page should load normally

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade EBS 12.1.3 to 12.2.9
2. Login into EBS.
