Symptoms
After upgrade from 11i to R12.2.5, output of FSG report with Budget Control
shows zeros for all the fields when submitted through Simplified FSG program.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to Report Manager responsibility
2. Navigate to Home-->Report Submission-->Financial Simplified
3. Provide the parameter values and click on Submit
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view the correct amount in the FSG output.
