ACTUAL BEHAVIOR

The School District Code (SCD) 4510 is Not available for the employee who lives in Baltimore (City), Fairfield (County) and the State of Ohio (OH)
EXPECTED BEHAVIOR
-----------------------
Based upon the Ohio Local Fact finder using the employee's Baltimore, Fairfield, Ohio address the SW Licking LSD 4510 should be available and deducted
https://thefinder.tax.ohio.gov/StreamlineSalesTaxWeb/default_schooldistrict.aspx that the SD should be 0.75%
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee lives in Baltimore (City), Fairfield (County) Ohio (State)
2. Populated the School District (SCD) 4510 at employee level
3. Observe no SCD deduction taken
