Payroll Costing Error ORA-03114: Not Connected to ORACLE

Symptoms
On : 12.1 HRMS RUP13 version, Costing Setup and Processes
After applying RUP13, the program Costing ends with the following error in the log file:

ORACLE error 3114 in AFPRSR-Resubmit_Time, ORA-03137: TTC protocol internal error : [3149] [49] [] [] [] [] [] [], ORA-03149: Invalid Oracle error code
Cause: AFPRSR-Resubmit_Time failed due to ORA-03114: not connected to ORACLE.
The SQL statement being executed at the time of the error was: and was executed from the file .
Routine FDPCLS encountered an error changing request 104912109 status.

ORACLE error 3114 in close_server_files
Cause: close_server_files failed due to ORA-03114: not connected to ORACLE.
STEPS

The issue can be reproduced at will with the following steps:
1. Apply HRMS rup13
2- Navigate to HRMS Responsibility > Process and reports > Submit process and reports > select Costing process and submit
3. When GM logging is enabled (Other Definition > Action Parameters > flag default group > Select the logging tab and flag GM) the process completes with no error
