Symptoms

IGI CIS Resubmit Monthly Returns errors when attempting to upload the revised version to the Applications.

ERROR:
ORA-20001: ERROR-ORA-01422: exact fetch returns more than requested number of rows

STEPS:
The issue can be reproduced at will with the following steps:
1. IGI responsibility
2. CIS -> Download Monthly Returns
3. Update the amount on one of the records
4. Upload back to Oracle Applications
5. Get error against each record
