UPK: Why Doesn't UPK 12.1.0.4 DO IT! Window Stay On Top In Chrome? (Doc ID 2732445.1)

Goal

When using UPK in IE11, the pop-up window generated by DO IT! mode stays on top when switching applications. However, when using UPK in Chrome or Edge Chromium, the DO IT pop-up window disappears from view when switching applications. Is this expected behavior?
