PAXPREPR Unable To Add Task Under Projects Templates And Task Details Form (Doc ID 2732569.1)

Symptoms

User adds a task number under a certain Project template.  The Task Details form receives an error "Task number is not unique".

User is able to add tasks under this project, but only having an issue with this task number.

After researching, found that the task number is on the PA_PROJECTS_ELEMENTS and PA_PROJ_ELEMENT_VERSIONS tables but not in the PA_TASKS.TASK_ID table/column.

The issue is similar to data fix bug 27485014.
