On : 12.1.3 version, Learner Component
Process mandatory enrollments program is failing for a specific class with below error messages

ORACLE error 1843 in FDPSTP
Cause: FDPSTP failed due to ORA-01843: not a valid month
ORA-06512: at "APPS.OTA_LEARNER_ACCESS_UTIL", line 715
ORA-06512: at "APPS.OTA_MANDATORY_ENROLL_UTIL", line 1164
ORA-06512: at "APPS.OTA_MANDATORY_ENROLL_UTIL", line 23024-NOV-2020 13:10:54
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learning Administrator Responsibility
2. View Requests > Submit Request> Select “Process Mandatory Enrollments” concurrent program,
3. Select the class in Class LoV, and submit request
4. Program completed with error
