Symptoms

When attempting to create a new project the following error occurs.

ERROR

Enter a unique project number.
The project number must be unique across all operating unit in oracle application installation


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Projects resp > Project Quick Entry
2. Try to create a new project number > Error occurs
