Unable To Create A New Round For Partially Awarded RFQ (Doc ID 2734433.1)

Goal

 When an RFQ (Request for Quote) is partially awarded, post approval of the Award by requestor the  "Create a New Round" option is not available in the 'Actions' drop down list of the RFQ.

 When 2 Suppliers are invited and one Supplier provides partial response (quote for 3 lines out of 4 lines of RFQ) and other Supplier provide full response. The one that provided partial response is awarded.
 Then, the 'Create a New Round' option is not available in the 'Actions' dropdown list.

 Steps to reproduce:

1. Create RFQ with 4 lines and invite two suppliers.
2. Supplier A creates quote for only 3 lines. Supplier B quotes all 4 lines.
3. Quote from supplier A is awarded.
4. Post approval of the award by requestor, "Create a New Round" option is not available in the 'Actions' drop down list of the RFQ.
