R12: AP: Encumbrance Accounting Failed with ORA-01400 in GL_BC_PACKETS.SERIAL_ID (Doc ID 2735182.1)

Symptoms

Encumbrance accounting fails. An FND Log shows the following error:

BCTRL -> Invoking populate_bc_pkts()
BCTRL -> ORA-01400: cannot insert NULL into ("GL"."GL_BC_PACKETS"."SERIAL_ID")
BCTRL -> populate_bc_pkts() failed.
BCTRL -> ERROR: FATAL.
BCTRL -> p_return_code -> T
BCTRL -> Return false
ERROR: PSA_FUNDS_CHECKER_PKG.budgetary_control failed
"-: XLA-95103: An internal error occurred.  Please inform your system administrator or support representative that:


An internal error has occurred in the program xla_je_validation_pkg.budgetary_control.  PSA_FUNDS_CHECK_PKG.budgetary_control failed."
"Error. = ORA-20001: -: XLA-95103: An internal error occurred.  Please inform your system administrator or support representative that:

 

Another way to confirm this issue is with the following script:
