Symptoms
When attempting to execute HR_PERSON_API.UPDATE_PERSON,
the following error occurs.

ORA-20001: HR_SG_INCOME_TAX_NUMBER_NULL
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Execute api 'HR_PERSON_API.UPDATE_PERSON' to update person details
2. Then the API throws above error message. Observed that the issue does not occur while updating person from form where both NRIC/FIN and Income Tax Number IS NULL
