In Oracle Contract Lifecycle Management, FPDS-NG CAR Failure Notification is not sent for longer usernames.
If an award or modification is submitted without authenticating the FPDS-NG CAR, a FPDS-NG CAR Failure Notification is sent via workflow to the buyer or contracting officer (depending on configurations).
However - we are seeing this workflow action error out if the individual's username is lengthy, causing the document to effectively get stuck in pre-approved status.
When username is less than 25 characters, the notification is sent successfully.
When username is more than 25 characters, the workflow errors and document must be reset to draft.
