Error ORA-01403: no data found Finland format payment instructions program (Doc ID 2737003.1)

Symptoms

Reported Issue
----------------
Format Payment Instructions program end up in error.
This error is observed only in Fnd debug log but note that there exists no error listed in the concurrent log file.
Because of this error the supplier payments are stopped.

Steps for replication
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit the Payment process request.  Format Payment Instruction program
2. Observed that for Finland Add-on Localizations an error is received in format payment instructions .


Expected Behavior
--------------------
Expects that the program should be allowed to complete normal without any error.
