Symptoms

Problem Statement:

When the user attempting to run "RTI - Full Payment Submission (FPS) - Amendments 2019/20", it picked up 18826 records in total, itemised over 7535 pages in a pdf.
The user expected 2 records to be picked up (as they would have done if they had been using the Early Year Update like in previous years).
The users have checked multiple records (both those with & without new YTD figures) and the vast majority appear to be leavers (but not exclusively) for which they don’t know why they are being picked up.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Go to HRMS Responsibility
  2. (N) > View > Request > Submit a New Request
  3.  Run "RTI - Full Payment Submission (FPS) - Amendments 2019/20"
