On : 12.2.5 version, Funds and Budgets
Trade Management Budget Notes Hyperlink not working. When User clicks the hyperlink the following error gets generated. This hinders User's access for viewing Budget Notes.

You don't have sufficient privileges to view this page
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Trade Management > Budget, Create a new budget
2. Create Note
3. Click on the hyperlink on the note just created
4. Error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see the note they just created or any other notes.
