An ECO Is Implemented But An Added Component Has a NULL Implementation Date (Doc ID 273731.1)

Symptoms

An ECO has been implemented The status of both the ECO and revised item is "Implemented".
However one of the components on the ECO did not implement (has no implementation date).
During processing, the following errors are seen in the request log:

Unable to add or change component &ITEM_NAME
Cause: Implementation attempted to add Component, &ITEM_NAME, to operation &OP_SEQ_NUM,
which already exists on the Bill of Material.
Action: Cancel this portion of the engineering change order.
Cause: Implementation attempted to change an existing Operation to number &OP_SEQ_NUM.
The new operation number has already been specified for
component, &ITEM_NAME.
Action: Change the effectivity or disable dates of component
&ITEM_NAME at operation &OP_SEQ_NUM.

The component record mentioned in the error still exists in the bom_inventory_components table with a null implementation date but cannot be removed by cancelling the ECO because the status for both the ECO and revised item is 'Implemented'.
